A special committee of the Pennsylvania legislature that investigated complaints that liberal professors had treated conservative students unfairly has issued a draft report that stops short of calling for a statewide policy guaranteeing students' rights to academic freedom. But the report recommends that Pennsylvania's public colleges and universities review their policies and ensure that students' rights to free speech are protected.
